Even though a lot of people are complaining about the changes in Digg, I like them. I have started using Digg again.

Steve, social bookmarking started out as a way to document web pages of interest for later retrieval. As a "byproduct" this bookmark is a link back to your page/site. As you know links are critical in achieving better rankings in the search engines. That is why social bookmarking has received a lot of interest from internet marketers.
One of the first social bookmarking sites was Digg, but there are thousands of them these days. It all depends on your niche which ones are best for a person. StumbleUpon has traditionally been a great traffic source, but Digg has now changed their approach and it seems like they will be of interest going forward also.
I realize that this is a very general answer, but I guess your question was also. If you have any more specific questions feel free to ask them here.

Shari, that concept is great. Only you have to be very careful with that. Digg does not like it when you have to many reciprocal diggs.
I am actually part of a tribe (TSA) and that works great. We have about 140 members and we all syndicate each other. Each week you are assigned a group of 10 people and you have to syndicate those in your group at a minimum. You can do more of course. If you have the most syndications for the week, everybody has to syndicate you in the following week. You can find them at http://TSAMastery.com if you are interested. There is NO fee.

Karin has a membership site that does something like that in a more formal fashion, I believe, but I'm game. However, if you are new to StumbleUpon, please do not Stumble me there. I have power users who do that for me, and it give my posts more oomph.

I use Diigo when I want to highlight certain areas of the article, but not for other purposes. Most of the time I try to combine social bookmarking with traffic and Diigo is not my first choice there.
I do know a few people who use Diigo exclusively. It all depends on your needs, I guess.
